Rental conditions BPD Woningfonds
BPD Woningfonds is a Dutch residential real estate investment fund that focuses on providing—and ensuring the long-term availability of—affordable and energy-efficient new-construction housing. We believe it is important for residents to have money left over for expenses other than just rent. The income standard is designed to ensure that housing remains accessible to middle-income earners (1–2 times the median income*), while also ensuring that a household does not spend too much of its net income on housing costs. That is why we have clear income and rent requirements that apply to all middle-income rental units. That is only fair.
The following rental conditions apply:
1. Minimum income requirement
- For a single tenant, the gross monthly income must be at least 3.5 times the base monthly rent.
- If there are two tenants, the combined gross monthly income must be at least 4 times the base monthly rent.
- For retirees of legal retirement age, the income requirement is 3.5 times the base monthly rent.
- Savings divided by 120 may be added to the gross monthly income.
- Equity in one’s own home may only be included if it is demonstrably and actually available (e.g., after a sale or upon signing a purchase agreement). In that case, 1/120th of the equity may be added to the gross monthly income each month.
- Vacation pay and a thirteenth month’s salary (if contractually stipulated) are included in the gross annual income.
- We add any alimony received to the gross income.
- We deduct fixed monthly obligations, such as alimony payments and loan repayments, from the gross monthly income.
- Do you share a rental? The second gross income is counted at 100%.
2. Maximum income limit
- For mid-range rental housing - rent ranging from €850 to €1,400** - the maximum gross (combined) annual income is twice the median income* (2026 price level: €96,000).
- For private-sector rental housing - with rents starting at €1,401 - there is no upper limit.
- Do you share a rental unit? The second income counts toward the limit at 100%.
3. Security Deposits
- Self-employed individuals must pay a security deposit equal to two months’ base rent.
- Those in temporary employment (with or without a letter of intent) must also pay a security deposit equal to two months’ base rent.
4. Conditions for Roommates
- A maximum of 2 people may share a residence.
- Does not apply to single-family homes.
- Applies to an apartment with at least 2 full-sized bedrooms (a room that can accommodate at least a single bed and a closet).
- Both housemates must have an income, and both must meet at least 50% of the income requirement. The rule that “the second income counts for 100%” therefore does not apply to housemates.
- A single lease agreement is used, and either tenant must give notice to terminate the lease.
- New roommate = new lease agreement = new eligibility assessment.
5. Other Rental Terms and Conditions
- The minimum rental period is 1 year.
- The minimum age for renting a home is 18 years old.
- As part of your registration, the rental agent will conduct a PEP and sanctions check, as well as a housing cost assessment. These results are part of the financial risk assessment.
- Applications that are not fully completed will not be processed.
- Rental applications may be rejected by the rental agent at any time without providing a reason.
- The lease agreement must be signed, and the first rent payment must be made before the property is handed over.
- In principle, guarantors are not accepted.
- Shared housing may be excluded for specific projects.
- For (part of) the rental housing inventory, allocation criteria established by the municipality may apply, which tenants must meet.
6. Digital registration for new-construction rentals and re-rentals
We ask everyone with a DigiD to submit verified source data via the Datakeeper app. This includes your information as recorded by Mijn Overheid, the Tax and Customs Administration, and the UWV. After allocation (new construction) or a viewing (re-rental), additional information is requested via Datakeeper, such as a housing cost check through your affiliated bank and identity verification.
